EXTRACURRICULAR TRAINEESHIPS
A useful tool for people who want to put themselves to the test, and for companies that want this test to be worthwhile rather than an end in itself
The extracurricular traineeship, whether private or funded, is one of the most widespread active labour policy measures. It is designed mainly to help young people with no previous experience enter the world of work, while allowing companies to use the initial period to train the person and then decide whether to continue the collaboration by establishing a new employment relationship. It can therefore represent both a first entry into the world of work and a return to work for unemployed people who want to try a different profession.
A traineeship is not an employment relationship, but a training solution aimed at enriching one’s knowledge and abilities through the acquisition of different professional skills, by means of real work experience in companies.
Therefore, trainees are not entitled to holidays, leave, social security contributions, additional monthly payments or severance pay (TFR), but, if they attend regularly, they must receive a monthly participation allowance, which is compatible with any other income support measures.
To activate a traineeship, in addition to the host company and the trainee, a promoting body authorised by the Region is required. It acts as a mediator between trainee and company and monitors the entire traineeship period, including checking that the activities set out in the Training Project agreed at the outset are carried out properly.
CESAM is one of the authorised promoting bodies, and takes full charge of managing the bureaucratic activation procedure (including, where applicable, third-party liability cover and workplace safety) and of every subsequent task during the traineeship, up to the issue of the final certificate, which is recognised throughout Italy.
Companies of any type can use this opportunity to get to know and train new people, who can later join the company workforce, perhaps taking advantage of the benefits of the professional apprenticeship contract.
Funded traineeships
Job entry/re-entry traineeships, funded by public money allocated through specific national or regional programmes, give companies the opportunity to host and assess young people and/or adults on the job at no cost, except for compulsory insurance cover.
The costs of activating the traineeship by the Promoting Body and of paying the monthly allowance to the trainee are in fact covered by public funding.
Private traineeships
Available at any time at the company’s request, private traineeships share the same aims as funded ones. In this case, the activation costs and the allowance paid to the Trainee are borne by the Company.
These are very low costs, representing a minimal investment compared with the opportunity for the company to train a person according to the specific needs of its work processes and to test their professional growth as it progresses.
In Italy, extracurricular traineeships are regulated at national level by the 2017 Traineeship Guidelines (as updated by the 2022 Budget Law) and at regional level by Sicilian Regional Government Resolution no. 292 of 19 July 2019. CESAM opposes the use of traineeships as a disguised substitute for regular employment, as it is against the exploitation of people.
